Dr. Dheera Phong-anant

Manager, OSH Development & International Relations Center, SHAWPAT, Thailand

A mechanical engineer graduated with B.E. (Hons.,), M.E. and PhD. in Mechanical Engineering from the University of Newcastle, NSW, Australia.  Presently, acting as Manager of the OSH Development and International Relations Center as well as one of OSH&E trainers and consultants at SHAWPAT (the Safety and Health at Work Promotion Association (Thailand) under HRH Princess Maha Chakri Sirindhorn patronage). SHAWPAT has been continuously providing training and promoting OSH for workplaces in Thailand for 33 years. Furthermore, since 2016, SHAWPAT has been a member of ISSA Mining Division and actively involved in promoting Vision Zero and developing Safety Culture of Prevention for Thai enterprises. 

Dr. Dheera Phong-anant has been playing a key role for establishing Thailand Vision Zero Center as a Learning Center for Safety, Health and Well-being in Thailand. He is also the Secretary of the Safety at Work Promotion Foundation as well as a certified consultant for the Thailand Labour Standard (TLS – 8001) and ASEAN Common Submission Dossier Template, CSDT, and a project advisor for the Business Law Center International (BLCI) group of companies in Thailand.  Some of his former positions included the General Manager and Executive Member of SHAWPAT, the first Director of the Office of the Board of Innovation Development Fund at the National Science and Technology Development Agency (NSTDA), a Vice President – Human Resources and a Vice President and Lob Executive – Manufacturing at SAMART Corporation Public Co. Ltd., etc.

Breakout Session C – Organized by ISSA: Vision Zero in Motion: Presenting the new Vision Zero Training programme and the new Vision Zero Proactive Leading Indicators

Launched at the last World Congress three years ago, Vision Zero has found a broad acceptance in the world of industry, organisations and occupational health and safety professionals. What started as a campaign has gradually become part of a prevention culture and a sound strategy to improve prevention performance beyond compliance. Following the demands of the occupational safety and health community, we have been working with businesses, social security institutions, researchers and professional training providers to take Vision Zero to the next level.

In this session the International Social Security Association will present to you
- The new Vision Zero Training Programme - a newly developed Vision Zero training course for companies, to be delivered by accredited Vision Zero trainers
- The new Vision Zero Proactive Leading Indicators – a guide to measure and manage safety, health and wellbeing
