Engineer (Er.) Ho was appointed as Commissioner for Workplace Safety and Health from 2015 to 2019. As Commissioner, he spearheaded the transformation of the work injury and ill health prevention culture.

Under Er. Ho’s leadership, a new Workplace Safety and Heatlh (WSH) framework was introduced in 2005. He was instrumental in the formation of the WSH Council which led to greater industry ownership by industry for WSH outcomes. He led in the development and implementation of the WSH2018 strategies and laid the groundwork for the WSH2028. The WSH2018 strategies resulted in the reduction of workplace fatal injury rate by more than 60% from 3.1 in 2006 to 1.2 per 100,000 workers in 2019.

As Senior Director (International WSH), Er. Ho collaborates with international organisations such as International Association of Labour Inspectors (IALI) and International Labour Organisation (ILO) in projects.

Er. Ho holds several positions in various organisations including:
- Secretary-General, International Association of Labour Inspectors (IALI)
- Honorary Fellow of the Institution of Occupational Safety and Health, UK
- Chairperson, International Social Security Association (ISSA)’s International Section on Prevention in Trade, Goods Logistics and Port Handling

He was President of the 21st World Congress on Safety and Health held in Singapore in 2017.

Breakout Session A – Organized by Canada: Chairs’ Panel on a Culture of Prevention – is it the answer to COVID-19? 

In this panel, the current and past Chairs of the World Congress International Organizing Committee will join together with social partners to explore the premise that a strong culture of prevention has supported the ability of workplaces to respond effectively to COVID-19. Through the lens of those sectors that were deemed “essential”, the panel will explore what role a culture of prevention played in responding to the COVID-19 emergency, and what new lessons this experience offers about the importance of a prevention culture to occupational health and safety globally.
