Mr. Pintado Nunes is the Chief of the Labour Administration, Labour Inspection and Occupational Safety and Health Branch of the Governance and Tripartism Department of the International Labour Organization (ILO). Mr. Pintado Nunes worked previously as the team lead on labour administration and labour inspection in the same Branch, as a technical specialist both in Geneva and in Central and Eastern Europe. Before joining the ILO, he was in charge of the Planning, Strategy and Technical Directorate of the national Authority for Working Conditions in Portugal. He also worked as chief of a regional office of the national labour inspectorate, as a labour inspector and as an attorney. He was member of two specialized committees of the European Union, took part in numerous inter-ministerial taskforces on labour law reform, occupational safety and health regulatory systems, industrial licencing and public administration reform, and was a lecturer of safety and health legislation and labour inspection. He holds a master in law, and completed post-graduate studies on labour law, occupational safety and health, and public administration and management.

Breakout Session B – Organized by ILO: Resilient and sustainable workplaces in light of the COVID-19 Pandemic through good governance and social dialogue

The session will address the impacts of COVID-19 on workers and businesses. It will ask participants to express their knowledge and views of what has worked well and what needs to be improved for a better governance of the crisis and be prepared for other potential threats to health and economic growth. The roundtable discussion will bring together representatives from the International Labour Organization, government, employers, workers, and a research institution to engage on a dialogue focused around following key questions:
- What type of action is required from all to better address the still on-going pandemic, how can we build better into the future we want, and what have we learned from this experience that we should not repeat?
- How will this influence the future of prevention?
- Where should we focus as a priority for being able to forecast and prepare for health and safety emergencies that can affect us all globally or in a given a region? What are the major challenges and obstacles that we need to consider?
- What advice would you give to our audience on how to build and make the best use of synergies between tripartite actors in diverse national environments? What are the most difficult obstacles for this to happen?

ILO Special Session: Preparing for Decent Work through Safety and Health in the New Normal

The session will explore the intersected relationships between occupational safety and health, business continuity and resilience, employment and labour rights in a context of COVID-19. It will debate the short and medium-term role of safety and health at work in the definition of economic and social policy responses to build back better.

The first panel will debate how safety and health at work will continue to support effective response against COVID-19 contagion, preparations for recovery and, in addition, to being a key contributing factor for quality job creation, retention and strengthening of national social dialogue. Further, panelists will inform on how the International Labour Organization has made use of the integrated policy approach and how the diverse dimensions interact for a safe and sustainable recovery, highlighting as possible practical examples. The panel will further look into the future with particular focus on how countries and workplace can be better prepared in addressing any future safety and health challenges of a global nature.

The second panel will highlight the importance of a consistent and coordinated global approach to address worldwide occupational safety and health challenges, including COVID-19. The session will show case the example of the Global Coalition for Safety and Health at Work and will invite panelists to a dialogue on opportunities and challenges of this type of initiative, and how they envisage in the Coalitions’ work the intersect of occupational safety and health with other variables covering labour rights, employment and economic growth.
