
Elected in December 2018, Mr Caetano heads an extensive programme of activities and member services focused on promoting excellence in social security administration, including the ISSA’s professional guidelines and Centre for Excellence, innovative solutions to address key social security challenges, unique data on social security around the world as well as regional and global events.
Mr Caetano was elected on a vision to strengthen the ISSA’s outreach and impact on social security through enhanced member services, governance, financing and communication. Prior to his election as Secretary General, Mr Caetano served as the Secretary for Social Security of the Government of Brazil, with the responsibility for designing, monitoring and developing a responsive and sustainable social security system in the country.
Mr Caetano is a Brazilian economist holding a PhD degree from the Catholic University of Brasília. He has longstanding experience in the areas of pensions, demography, social security coverage, inequality and poverty, having published extensively on social security in several Brazilian books and journals, as well as in the USA, Switzerland, Portugal, Chile and Mexico.
